The Libyan government's modernization efforts of diversifying the economy away from its historic dependence on oil and encouraging private investment have opened the market to vast opportunities. All sectors have been opened up to encourage the private sector. Quantitative trade restrictions have been removed, as have government and public monopolies on imports in order to promote free trade.
In the case of major infrastructure projects, the government is inviting private companies to participate and invest on the basis of joint operation and joint investment.
